Hili Finance Company plc was incorporated in 2018 as a special purpose vehicle with the objective of raising funds to support and finance the subsidiaries of Hili Ventures Ltd.
Headquartered in Malta, Hili Finance Company plc is a wholly owned subsidiary of Hili Ventures and acts as the financing arm of the group.
Hili Finance Company plc currently has 4 bond issues listed on the Malta Stock Exchange. The ability of the Company to meet its obligations under the issued bonds is dependent on the business prospects of Hili Ventures. The market is kept up to date with all relevant information and the company regularly publishes such information on its websites to ensure consistent relations with the market.

Geoffrey Camilleri
Chairman
Geoffrey joined Hili Ventures in 2014 as Chief Financial Officer of the group and was appointed Chairman of Hili Finance Company plc in 2018. He currently occupies the role of CFO at Premier Capital and sits on various boards across the group. After obtaining an Honours degree in Accountancy from the University of Malta in 2002, he joined the Assurance and Business Advisory division of PricewaterhouseCoopers in Malta. He has held various governance and finance roles in Malta’s Middlesea Insurance Group, and later Gasan Group and is a Certified Public Accountant.
Dorian Desira
Executive Director
Dorian was appointed director at Hili Finance Company in 2018. He joined the accounts team at the Hili family business in 1997 and has occupied various finance roles across the group since then. In 2009, Dorian was appointed General Manager for Premier Restaurants Malta, overseeing the McDonald’s operation of nine restaurants. He became the Chief Financial Officer for Premier Capital in May 2014 and went on to become Chief Financial Officer for Hili Ventures in January 2021. Dorian sits on the boards of various Hili Ventures subsidiaries, holds a CPA warrant and is a fellow of the Malta Institute of Accountants and the Association of Chartered Certified Accountants.
Keith Busuttil
Non-Executive Director
Keith was appointed director at Hili Finance Company in 2022. He joined sister company 1923 Investments plc in 2020 as Chief Executive Officer, responsible for the company’s commercial and investment objectives. He also manages shareholder relations and supports senior executives across the 1923 Investments portfolio. Keith joined the group from Oceanwood Capital Management of London where he was Portfolio Manager since 2014. He was a Partner at Dalton Strategic Partnership, Vice-President, European Debt Restructuring at Blackstone Advisory Partners, part of the Blackstone Group, and a senior analyst within the Investment Banking Division at Credit Suisse in London. He holds a Master’s in Corporate Finance from SDA Bocconi Business School and is ACCA-qualified. Keith serves as a board member of various Hili Ventures subsidiaries.
Mario Vella
Independent Non-Executive Director
Mario joined Barclays Bank in Malta in 1969, occupying several positions in banking before concluding his career with HSBC in 2013 where he was Head of Corporate Banking. In this role he was responsible for the majority share of the bank’s lending portfolio and its largest corporate customers. He has been involved in driving major change in banking strategies, especially on Mid-Med Bank’s take-over by HSBC. Over the years, he has structured financing for numerous high-profile projects, including bank / syndicated lending and capital markets. In 2013, Mario moved to KPMG as Director, Deal Advisory and served as consultant to several company boards and assisted in raising finance for new ventures while helping clients refinance borrowing facilities. He retired from KPMG in 2017 but continues to provide consultancy to businesses and serves as a Non-Executive Director on a number of boards. He was appointed Non-Executive Director of Hili Finance Company plc in 2018.
Jacqueline Camilleri
Independent Non-Executive Director
Jacqueline held various roles at AX Holdings between 1990 and 1998. Following this, she joined the team at the Foundation for Medical Services responsible for the opening of Mater Dei Hospital and served as Directorate Management Accountant at Stock Mandeville Hospital in the UK. She has provided financial consultancy to the private and national health sector in Malta and worked on privatisation processes, strategic reviews and business evaluations during her time at MIMCOL. In 2010, she was appointed Director General Finance and Administration at the Ministry for Health, Elderly and Community Care. In 2014, Jacqueline was appointed Chief Executive Officer of retirement village Hilltop Gardens, a subsidiary of AX Holdings. She served on the board of the Foundation for Medical Services between 2005 and 2010 and was Vice Chair of Malta International Airport between 2008 and 2013. Jacqueline now provides business advisory services and is a Non-Executive Director of various boards, including Hili Finance Company plc since 2018 and Harvest Technology plc, within the group. Jacqueline is a Certified Public Accountant, having graduated from the University of Malta with a B.A (Hons) in Accountancy and holds an MBA from Heriot-Watt University’s Edinburgh Business School. She is a fellow member of the Malta Institute of Accountants.
Adrian Mercieca
Company Secretary
Adrian joined Hili Ventures as Company Secretary and holds this position for most of its subsidiaries. He previously served as Director and Head of the Company Administration Department at Fenlex, where he was responsible for corporate, compliance, and banking matters for international clients, while also acting as Director and Company Secretary for several Maltese-registered companies. He holds an MBA from the University of Derby and an Advanced Diploma in Strategic Management & Leadership from Pearson, and is also a member of the Institute of Financial Services Practitioners.
